Creating whale sounds will be the most challenging and most enjoyable part of this experience. There are many options, from playing prerecorded sounds to the most fun for your players, playing the sounds acoustically. You can use a waterphone or a vibraphone with a double bass bow, or you can use a wah-wah tube or helix bowl. The possibilities are endless and will challenge your percussionists to think in a totally different way.
